Same trouble here, only for me it happened when I changed the resolution and even when I change back it's still messed up. Can't see anything on quickbar, except in 1080p.

Edit: Seem the only way I could fix it was to change the resolution from the launcher.

The quickbar disapeared when entering the trading post in Haven.
The dialog isnt showing up on the low rez but the quickbar does show up there.

I uninstalled the game and reinstalled it. I still have the Quickbar issue.
I am 3/4rs done, so I am just having to play on low rez and switch back and forth in dialog to the higher rez.
Maybe in borderless this won't happen?

Ok unlock the quickbar, move the curser to the bottom right and try to catch the broken part of the bar, then once caught drag it fully to the left and it got my hotbar back.

Avant toute manipulation, noter la résolution et les paramètres actuels pour pouvoir revenir en arrière.
Essayer la méthode la plus simple et la moins intrusive en premier : changer la résolution depuis le launcher.
Si la quickbar est invisible, débloquez-la et tentez de la ramener manuellement en tirant depuis le coin inférieur droit.
Si le dialogue n'apparaît pas en basse résolution, alterner temporairement entre basse et haute résolution lors des scènes de dialogue.
